Delhi EV Policy 2026: New Petrol Two-Wheeler Sales Banned from Apr 2028

The complete ban on sales of petrol-powered motorcycles and scooters from Apr 2028 in Delhi is being seen as a major boost to EV adoption

The Delhi Cabinet has approved the EV Policy 2026, which comes into effect from July 1 in the national capital region. The most cruciual provision in the Delhi EV Policy 2026 is the ban on the sales of ICE-powered two-wheelers from April 1, 2028 as only electric two-wheelers will be eligible for registration in the national capital of India. Furthermore, the new policy announced by Delhi CM Rekha Gupta provides various subsidies and benefits on the purchase of electric two-wheelers to the buyers, which is capped at a maximum of Rs 30,000.

The Delhi EV Policy 2026 will be in force until March 31, 2030 with a budget of Rs 7,000 crores. In the first year from the date of notification, the electric two-wheelers will be eligible for maximum incentives of Rs 30,000 (Rs 10,000 per kWh), depending on the size of the battery pack. For faster adoption of EVs, the Delhi govt will install 30,000 active charging points across the city.

In the second and third years, the subsidy has been reduced to Rs 20,000 (Rs 6,600 per kWh) and Rs 10,000 (Rs 3,300 per kWh), respectively. The electric two-wheelers, manufactured locally in India, with ex-showroom price lower than Rs 2.25 lakh will get these subsidy benefits. In addition, the customers replacing their existing BS4 or older petrol two-wheelers with an electric model will be able to get an extra incentive of Rs 10,000.

The EV policy will give significant boost to the leading EV brands in the Indian market. Not only the pure EV companies like Ather Energy (Rizta and 450) and Ola Electric (S1 and Roadster X), but also the legacy players such as TVS Motor Company (iQube and Orbiter), Bajaj Auto (Chetak EV) and Hero MotoCorp (Vida V2 and Vida VX2) will be the biggest beneficiaries of the 2026 Delhi EV Policy.

“Delhi’s EV Policy 2.0 is a progressive policy that addresses the key enablers required to accelerate EV adoption at scale. By combining a clear roadmap for the transition of the two-wheeler segment with continued consumer incentives, charging infrastructure expansion and long-term ecosystem investments, the policy provides the clarity and confidence needed for both consumers and the industry to accelerate the shift towards electric mobility,” said Madhumita Agrawal, Founder & CEO, Oben Electric.
